Stubs are entries that do not yet contain sufficient information on their subject matter. In other words, they are short or insufficient pieces of information and require additions to further increase the article's usefulness.
Once a stub has been properly expanded and becomes an article rather than just a stub, any editor (including you :-) may remove the stub tag from it.
You can help us by adding information to the article and removing inappropriate stub notices. Be bold in removing stub tags which are clearly no longer applicable.
